Verified ROAD-3 acceptance criteria:

Audited all 57 roadmap issues against their body-level Depends on: declarations and Forgejo /dependencies relationships.
Confirmed the declared dependency graph matches true Forgejo dependency relationships with 0 mismatches.
Updated 55 issue bodies so issue dependencies are Markdown links to the corresponding Forgejo issues.
Re-ran the audit and confirmed 0 missing dependency links.
