Summary

Add SDLC configuration file to standardize Claude Code workflow for this repository.

Changes

Add .claude/sdlc.yaml configuration file with:
- Traditional development mode
- git-spice workflow for stacked PRs
- GitHub Project #11 integration
- Brief TDD verbosity setting
- Standard bypass patterns for non-code files

Context

This configuration enables the /sdlc:* commands to work consistently with the project's conventions.
